The Pavement Marking Report included how
some PennDOT districts are overriding existing
PennDOT guidelines in using new materials
for pavement marking. Members discussed the
need for the protocols for “wet pavement”
retroreflectivity to be reevaluated. Some of the
tasks that companies are being told to perform
are putting workers at great risk for injury and
fatalities.
In addition, PennDOT is looking at ways to
change the language in contracts so weather
extremes and types of materials permitted are
more responsive to real-time needs of the
contractors performing the work.

Chapter
Oct. 1—The chapter meeting and golf outing
were held in Fredericksburg, Va. At the meeting,
ATSSA President & CEO Roger Wentz presented
a report on current ATSSA programs and
initiatives. Federal Motor Carrier Safety
Administration (FMCSA) Virginia Division
Administrator Craig Feister informed the chapter
of FMCSA Work Zone Initiatives. ATSSA Chief
Instructor Juan Morales gave a progress update
of ATSSA’s new Truck/Trailer-Mounted
Attenuator (TMA) Operator/Application course.
The Virginia Department of Transportation
(VDOT) provided presentations by VDOT Work
Zone Safety Coordinator Paul Kelley on
“Revision 1 to the VA Work Area Protection
Manual;” VDOT Work Zone Safety Program
Manager David Rush on “FHWA/VDOT Work
Zone Reviews;” VDOT Work Zone Program
Specialist Ginger Quinn on “Standardizing
PCMS Messages;” VDOT Traffic Control
Devices Engineering Manager Harry Campbell
on a “Specifications Update;” and VDOT Senior
Traffic Engineer Will L. Duke, P.E., about
“Procedures for New Products Approval.” ATSSA
Director of Government Relations Nate Smith
informed the group about the department.
Following the meeting, golfers in the group
headed to the Augustine Golf Course in
Stafford, Va., for the Chapter’s inaugural Annual
Golf Tournament, which was formed to raise
funds in support of The Foundation Scholarship
program. The winning team included ATSSA
Chief Instructor Juan Morales, Plastic Safety
Systems Roadway Safety Consultant David
McKee, and ATSSA Member Services Director
Dan Williams.
