I am proud to announce

that CH&LA will begin offering its members a free online

training program to help hotel employees identify and respond to human trafficking at hotel

properties.

Human trafficking is a modern-day form of slavery involving the illegal trade of people for

exploitation or commercial gain. Every year, millions of men, women, and children are traf-

ficked in countries around the world, including the United States. It is estimated that human

trafficking generates billions of dollars of profit per year, second only to drug trafficking as

the most-profitable form of transnational crime.

As an industry, we recognize the important role that hotels can play in fighting human

trafficking networks that often rely on legitimate businesses such as hotels to sustain their

operations. Training employees in a variety of roles in hotels is critical so they can be the

eyes and ears of identifying potential survivors.

The program, developed by AH&LA in partnership with ECPAT-USA and the Polaris

Project provides an overview of the issues of human trafficking, suggested protocols for

responding to suspicious activity and signs of trafficking specific to different hospitality

positions (in-room staff, restaurant, lobby, and security).

The new program is the latest of CH&LA’s ongoing efforts to combat human trafficking. Last

year, CH&LA partnered with the U.S. Department of Homeland Security’s Blue Campaign,

which raises awareness through training programs that increase detection and investiga-

tion of human trafficking while protecting victims. For the past year, CH&LA has also been

providing member properties human trafficking posters, free of charge, to post in employee

break rooms and rest areas.

In the legislature this year, passing human trafficking legislation is expected to be a priority

and we want to make certain that any bills that are passed are effective and will not be overly

burdensome for hoteliers. CH&LA is working with Senator Toni Atkins, who introduced SB

270, a bill that requires California hotels and motels to train employees on how to recognize

the signs of human trafficking and how to report those signs to law enforcement. CH&LA is

also watching two other human trafficking bills that have been introduced.
