The group had the largest number of attendees since the chapter formed. The morning session included topics covering insurance risk and structure, affordable caregiver benefits, the current status of hiring in the home health segment, and information about professional employment organizations. Phil Bongiorno, HCAOA Executive Director, also provided a national update for the group during the morning session. The afternoon session was kicked offwith Dayle Mooney, AHCA Home Care Unit Manager. Dayle presented information regarding the Comprehensive Emergency Management Plan, the new “10 mile” rule and how to utilize the Florida Health Finder and report questionable or unlicensed activity. She also explained how surveys are to be conducted, common survey deficiencies, and the legal differences between home health agencies and nurse registries under Florida law. John Spang also discussed the W-2 model verses the registry model. A summary of the chapter's lobbying efforts was provided. During the last legislative session, with the assistance of Drew Smith, HCAOA Florida lobbyist, the chapter stopped a bill that would have expanded the role of hospices in Florida allowing them to provide services to clients that were not at the end of life. Since many hospices in Florida have opened private duty agencies and are only referring to themselves, it would have given them more client exposure and taken more “potential clients” from other private duty agencies. HCAOA Florida also successfully stopped a bill that would have allowed remuneration limits to be removed from nurse registries and our limits would have remained the same. This would have essentially allowed nurse registries to buy referrals. The chapter was also instrumental in getting a bill defeated that would have made it more difficult for franchisors to terminate agreements with franchisees. The HCAOA Florida Committee announced that they were planning a lobby day in Tallahassee during next year’s legislative session. They also plan to have a meeting in conjunction with this event. The committee needs feedback in regards to what needs to be accom- plished during next year’s legislative session.
