(See FRA Technical Release 17-R-14). Small businesses who do not meet the exemption criteria, but who feel the financial burden of purchasing ELDs, have a short window of opportunity to submit comments to the Federal Motor Carrier Safety Administration (FMCSA) on how the ELD mandate will impact them. 
