However, the level of public investment varies by program and care setting. For instance, nursing facilities see higher rates of Medicare and Medicaid funding than community-based care facilities, where private pay remains the largest payer source statewide. However, Medicaid is increasing as a payer source in community-based care communities with more lower income Oregonians requiring services. The growing differential between private pay rates and Medicaid rates places tremendous financial stress on providers who primarily serve Medicaid clients.
