www.ohca.com Oregon Health Care Association 11 Compliance Oversight and Quality Oregon’s long term care system continues to evolve and has recently implemented new federal and state standards to improve the quality of care. In 2017 and 2018, the Oregon Legislature passed legislation that enhanced training requirements for caregivers, increased civil monetary fines, required professional licensure and oversight of administrators, and launched the nation’s first set of quality measures for communitybased care settings (assisted living facilities, residential care facilities, and memory care). In 2019, the legislature passed legislation to enhance the infectious disease prevention and mitigation requirements for community-based care providers. Breadth of Oversight Licensed long term care providers are subject to thousands of pages of federal and state rules and regulations. They are also scrutinized by a wide range of oversight and advocacy agencies. Providers are required to meet federal, state, and local compliance standards for resident care, safety, and quality of life.
