21 www.ortrucking.org Issue 3 | 2019 removed Co-Chair Betsy Johnson and took over the committee himself. When the bill made it to the House floor, it was bogged down for hours as Republicans employed savvy motions and delay tactics. As it neared the Senate, grassroots backlash from truckers, farmers, loggers, and consumers sent additional shockwaves through Salem. Senate support for the measure appeared to waver, and then everything fell apart when Senate Republicans, for a second time in one session, walked out and denied Democrats a quorum. The Governor responded by ordering the State Police to return the missing Senators to the Senate floor. Of course, none were found as most of them left Oregon. Democrats eventually agreed to kill HB 2020 , and the Republicans returned in order to pass budget bills and avoid the looming threat of a special session. While it is difficult to put this unique session into words, at the end of the day the trucking industry could have done much worse. We avoided some extremely problematic bills and staved off a disastrous cap and trade program. The next section will walk through the typical list of bills relating to the trucking industry which either passed or failed. In addition, we will continue to discuss these ongoing topics at our upcoming annual convention and other events, so we encourage you to participate.
