Staying even would seem to require future increase in either the level of fuels tax or the registration fee if these are the only variable components of a highway use tax in order to ensure that highway fund revenues do not decline. Conversely, weight mile tax revenues will uniformly increase absent the need for a tax rate increase as annual aggregate mileage increases in a growing industry.
