Safe Home Care Initiative HCAOA is preparing to launch a new educational resource – the Safe Home Care Initiative – to better inform consumers of in-home personal care ser- vices, and professionals referring these services, so that they are equipped to make informed decisions on what is in the best interest of the care recipient and his or her family. Many families are hiring caregivers from registries/independent contractors that do not employ or supervise their workers, but merely “place” them in home care settings. Some consumers are hiring caregivers directly without realizing the risks and liabilities they are undertaking. In both situations, the care recipients and/or their families are now responsible for wages, taxes, and bear the risk and liability if a caregiver is injured while providing care. Regis- tries/independent contractors often don’t communicate to the caregiver and consumer that this arrangement could result in an employee-employer rela- tionship between the caregiver and the care recipient. Because of this, both the caregiver and consumer can suffer significant financial liabilities. However, when consumers engage an employee-based home care agency, the agency assumes all of these risks rather than the care recipient or family. The Safe Home Care Initiative will aim to raise awareness about these specific details, as well as the importance of choosing the right home care provider.
