American Traffic Safety Services Association 34 Convention Meeting Summaries Chapter Presidents’ Council The Chapter Presidents’ Council (CPC) meeting was well attended with 23 of ATSSA’s 27 chapters represented. Since introducing the first chapter man- agement training module in September last year, 25 individuals have success- fully completed the training video and assessment. Feedback for the training has been positive, and many presidents encourage all board members serving at the chapter level to take the course. Additional training, via 30-minute webinars, was discussed and determined valuable. Staff will develop a webinar focused on parliamentary procedures to present in late spring. Many chapters are struggling with their state and federal filing requirements. Staff reminded members that many re- sources, including “how to” guidelines, forms, and sample documents are avail- able on the CPC webpage. It was also suggested that if the chapter does not have the capacity to handle these filings, they should consider hiring a tax ac- countant. ATSSA would like to have all chapters’ state and federal filings in compliance by the end of this year. The CPC is supportive of ATSSA’s efforts and investment in building a Young In- dustry Professionals (YIP) community. The CPC recommends that ATSSA de- velop a path for chapters to allow fully retired members to continue participat- ing at the chapter level. Government Relations Committee The Government Relations Committee meeting commenced with a federal leg- islative report. The committee discussed strategies for educating and building re- lationships with freshman House and Senate members, particularly those on the House Transportation & Infrastruc- ture (T&I) Committee and the Senate Committee on Environment and Public Works. The T&I Committee’s Automated Vehicles task force is expanding its membership to help develop Connected and Automat- ed Vehicle (CAV) focused policies that will positively impact ATSSAmembers as leg- islation on CAVs continues to develop at the federal and state levels. The commit- tee voted unanimously to approve poli- cies from the Pavement Marking Com- mittee related to road markings and machine vision, and the general state policy positions developed by the state government relations task force, which will now go to the Chapter Presidents’ Council for consideration. Lastly, the committee received a state government relations update, which in- cluded discussion of a policy map com- ing to ATSSA’s website. This will deliver real-time state bill updates, ATSSA’smem- bership to the National Lieutenant Gov- ernors Association, and a recap of chap- ter state government relations activity including a recap of the chapter advoca- cy day in Austin, Texas. Guardrail Committee The Guardrail Committee heard state up- dates fromDonna Hardy of West Virginia Department of Transportation, Michael Elle of Minnesota Department of Trans- portation, and Filiberto Sotelo of Illinois Department of Transportation. A federal update fromWill Longstreet with the Fed- eral Highway Administration (FHWA). The committee also received an update on round five of the Every Day Counts 5 (EDC-5) initiatives from Dick Albin with FHWA. Chiara Silvestri Dobrovolny with the Texas A&M Transportation Institute informed the committee of two current projects related to motorcycle safety and barriers. Greg Neece of Trinity High- way Products provided an update on its asset management programwith the Oklahoma Department of Transporta- tion and FHWA. ATSSA’s Vice President of Government Relations Nate Smith walked through tariff questions and concerns, and pro- vided helpful resources for members. Former ATSSA Director of Marketing and Communications Talis Berg shared suc- cess statistics from the Guardrails Save Lives Campaign. ATSSA committees and councils convened during the association’s 49th Annual Convention & Traffic Expo on Feb. 9. Members worked to develop the key ATSSA initiatives for the year ahead and will reconvene to discuss feature progressions during ATSSA’s Midyear Meeting from Aug. 21–23, 2019, in San Diego, California.
